Yes of course you can buy a site submission software package, but there are some drawbacks to this approach.

They cost money.
They take hours or even days to learn to use properly.
How do you choose the best? We use several!
Most of the software companies make exaggerated or false claims.

It can be dangerous to over-submit to some search engines.
It still requires time to operate.
It needs skill to interpret the results.
